Job Overview

Qaiwan Group is seeking a qualified and motivated HSE Officer to join its Construction Team in Erbil and Sulaymaniyah, Iraq. The role is responsible for supporting health, safety, and environmental standards across construction site operations and ensuring compliance with established HSE policies, procedures, and applicable regulations.

The HSE Officer will play an important role in identifying workplace hazards, supporting risk assessments, monitoring safety practices, and promoting a strong safety culture among employees and contractors. Key Responsibilities

• Monitor and ensure compliance with HSE policies, procedures, and applicable regulations.
• Conduct regular construction site inspections and identify potential workplace hazards.
• Support risk assessments and assist in implementing appropriate control measures.
• Promote a strong safety culture among employees, contractors, and site personnel.
• Report, investigate, and follow up on incidents, near misses, and unsafe conditions.
• Conduct and support safety inductions, toolbox talks, and HSE training sessions.
• Monitor site safety practices and recommend corrective actions where required.
• Support continuous improvement of HSE practices across construction activities.

Requirements & Qualifications

• Bachelor’s degree in Occupational Health and Safety or a related field.
• Minimum 1 year of HSE experience, preferably within the construction industry.
• NEBOSH or IOSH certification is required.
• Good knowledge of HSE policies, procedures, risk assessments, and construction site safety practices.
• Strong communication and interpersonal skills.
• Good command of English, Arabic, and Kurdish.
• Ability to work effectively in a construction site environment.
• Strong commitment to workplace health, safety, and environmental standards.
