Job Overview

A leading organization in Oman is seeking an experienced Procurement & Contracts Expert to lead and support complex procurement and contract management activities. This senior-level position is designed for a procurement professional with extensive experience in strategic sourcing, tendering, bid evaluation, commercial negotiation, and contract lifecycle management.

The successful candidate will contribute to the development of procurement policies, procedures, governance frameworks, and internal controls while managing high-value procurement and contracts. Experience with government entities, regulated organizations, utilities, infrastructure, or international organizations is highly relevant to this role.

Key Responsibilities

• Lead and manage complex, high-value procurement and contract activities.
• Develop and execute strategic sourcing and procurement strategies.
• Manage tendering processes, bid evaluation, commercial negotiations, and supplier selection.
• Oversee the complete contract lifecycle from development and award through administration and closure.
• Develop and maintain procurement policies, procedures, governance frameworks, and internal controls.
• Ensure procurement activities align with organizational requirements and applicable regulations.
• Evaluate supplier and contractor proposals and provide recommendations based on commercial and strategic considerations.
• Manage relationships with suppliers, contractors, and key stakeholders.
• Identify opportunities to improve procurement efficiency, value, and commercial outcomes.
• Support implementation and optimization of digital procurement systems.
• Contribute to procurement governance, compliance, risk management, and internal controls.
• Coach, mentor, and transfer knowledge to procurement and contracts team members.
• Support continuous improvement of procurement and contract management practices.

Requirements & Qualifications

• Omani Nationals Only.
• Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, Accounting, Finance, Logistics, or a related discipline.
• Master’s degree is preferred.
• Experience requirements based on education:
  • Bachelor’s degree: 12+ years of relevant experience.
  • Master’s degree: 10+ years of relevant experience.
  • Doctoral degree: 8+ years of relevant experience.
• Minimum 5 years of experience managing complex, high-value procurement and contracts.
• Strong expertise in:
  • Strategic sourcing
  • Tendering
  • Bid evaluation
  • Negotiation
  • Contract lifecycle management
• Proven experience developing procurement policies, procedures, governance frameworks, and internal controls.
• Experience with government entities, regulated organizations, utilities, infrastructure, or international organizations is preferred.
• Knowledge of Oracle SCM and digital procurement systems is advantageous.
• Proven ability to coach, mentor, and facilitate knowledge transfer.
• Strong commercial, analytical, negotiation, leadership, and stakeholder-management skills.
