Job Overview

Mind Stream is seeking an experienced HSE Engineer to support STP/WTP and water infrastructure projects in Qatar. The position is designed for professionals with strong experience in construction and infrastructure health, safety, and environmental management, particularly those with mandatory Ashghal project experience.

The successful candidate will be responsible for implementing and monitoring HSE practices across project sites, conducting inspections and audits, supporting risk management activities, and ensuring safe execution of construction operations. Experience with water, drainage, utilities, and wastewater infrastructure will be highly relevant.

Key Responsibilities

• Implement and monitor HSE procedures across STP/WTP and infrastructure project sites.
• Conduct Risk Assessments and support the preparation and implementation of RAMS.
• Manage and monitor Permit to Work (PTW) requirements.
• Conduct regular HSE inspections and audits.
• Lead or support toolbox talks and site safety inductions.
• Monitor safety controls for confined-space activities.
• Ensure appropriate safety measures for excavation and lifting operations.
• Monitor hot work activities and associated safety controls.
• Investigate incidents and conduct Root Cause Analysis (RCA).
• Identify potential workplace hazards and recommend appropriate corrective actions.
• Coordinate HSE requirements with clients, contractors, and site teams.
• Promote compliance with project HSE procedures and applicable safety requirements.
• Support continuous improvement of site safety performance.

Requirements & Qualifications

Education

• Bachelor’s Degree in Engineering.

Experience

• 8+ years of HSE experience in construction or infrastructure projects.
• Mandatory Ashghal project experience.
• Experience with STP/WTP, water, drainage, or utilities projects is preferred.
