Job Overview

We are seeking experienced HSE Officers to support health, safety, and environmental compliance across construction sites in Dubai. The role focuses on the practical, on-site implementation of HSE policies and procedures, including daily inspections, hazard identification, safe work practices, permit-to-work compliance, and workforce safety awareness.

The successful candidate will monitor construction activities and high-risk work, report unsafe conditions, support incident investigations, conduct toolbox talks and safety inductions, and coordinate with site supervisors, HSE Engineers, HSE Managers, and subcontractor HSE teams. The position also involves supporting environmental controls and emergency preparedness in accordance with applicable Dubai requirements.

Key Responsibilities

• Conduct daily site inspections and safety walkthroughs to identify hazards, unsafe conditions, and non-compliance.
• Enforce the use of Personal Protective Equipment (PPE) and safe work practices.
• Monitor compliance with permit-to-work systems across site activities.
• Monitor high-risk activities, including:
  • Working at heights
  • Scaffolding erection and dismantling
  • Electrical work
  • Excavation
  • Hot work
• Report unsafe acts and conditions to site supervisors and HSE Engineers.
• Initiate or support immediate corrective actions where required.
• Assist with incident investigations, including evidence collection and witness interviews.
• Document incident investigation findings accurately.
• Conduct HSE toolbox talks, safety briefings, and site inductions.
• Ensure safety signage, emergency exits, firefighting equipment, and first aid facilities are available and functional.
• Maintain daily records of inspections, hazard reports, incidents, and training attendance.
• Participate in emergency response drills and evacuation exercises.
• Support environmental controls, including waste segregation, dust control, noise reduction, and spill containment.
• Coordinate with subcontractor HSE personnel to ensure compliance with company and statutory requirements.
• Assist with preparation and submission of HSSE reports to project management and regulatory authorities.
• Promote safety awareness and a positive HSE culture across the workforce.

Requirements & Qualifications

Education

• Bachelor’s degree in Safety, Environmental Science, Civil Engineering, or a related field is preferred.
• A Diploma in a relevant discipline may also be considered.

Certifications

• NEBOSH International General Certificate (IGC) or equivalent safety certification is required.

Experience

• Minimum 5 years of site-level HSE experience.
• Minimum 5 years of construction experience.
• Building construction experience in Dubai or the GCC is required/preferred.
• Strong practical experience monitoring construction site safety activities.
