Job Overview

We are seeking an experienced Project Controls Manager to lead project-controls activities across assigned projects in Riyadh, Saudi Arabia. The role covers budget management, cost control, forecasting, reporting, progress measurement, and change management, while providing leadership to project-controls personnel and ensuring consistent project-control processes.

The successful candidate will lead Project Controls Analysts and Junior Project Controls Analysts while overseeing project budgets, cost-control processes, forecasts, progress reporting, subcontractor performance, billing, and change orders. The position also involves developing project-controls procedures, reporting standards, templates, and training programs.

Key Responsibilities

• Lead and coordinate Project Controls Analysts and Junior Project Controls Analysts.
• Establish and maintain project budgets from initiation through completion.
• Manage approved change orders and scope-related budget transfers.
• Oversee daily, weekly, and monthly cost-control processes and reporting.
• Ensure effective progress measurement, monitoring, and reporting against approved plans.
• Oversee ETC and EAC updates.
• Manage procurement, staffing, and resource planning tools.
• Review project forecasts against current budgets.
• Ensure timely cost-variance analysis and corrective actions.
• Oversee subcontractor performance and cost analysis.
• Review subcontractor payment applications and supplier invoice processes.
• Lead evaluation of design- and field-related change requests and change orders.
• Ensure accurate forecast-versus-budget reporting to stakeholders and clients.
• Oversee timely project billing.
• Provide technical guidance on forecasting, billing, cost control, and change management.
• Develop and improve project-controls procedures, reporting standards, templates, and training programs.
• Manage workload allocation and development of project-controls team members.
• Participate in project review meetings and provide senior-level project-controls guidance.

Requirements & Qualifications

• 15+ years of relevant experience in Project Controls, Cost Control, Construction Management, Engineering, or a related field.
• Bachelor’s degree in Engineering, Construction Management, Project Controls, or a related discipline.
• Strong proficiency in Microsoft Office, particularly Excel, Word, and PowerPoint.
• Strong analytical, problem-solving, organizational, and communication skills.
• Ability to manage multiple activities in a fast-paced project environment.
• Strong attention to detail, data accuracy, and professional integrity.
• Ability to collaborate with project teams, contractors, consultants, and other stakeholders.
• Ability to handle confidential project and financial information appropriately.
• Willingness to travel or relocate according to project requirements.

Technical Skills & Preferred Experience

• PMI, AACE, or similar professional certification is an advantage.
• Hands-on experience with Procore, Unifier, or similar project-management systems.
• Strong knowledge of Oracle Fusion, Vista, SAP, or comparable accounting/ERP platforms.
• Knowledge of Primavera P6 EPPM, Oracle Primavera Cloud, ASSTA, or Microsoft Project.
• Intermediate to advanced knowledge of risk-analysis techniques.
• Strong experience with large industrial construction projects is preferred.
• Scheduling experience is an advantage.
