Job Overview

An urgent full-time, on-site opportunity is available in Jeddah, Saudi Arabia for a Projects Manager / Business Development Manager – Civil. The role combines civil construction project leadership with business development responsibilities, including new project acquisition, estimating, strategic pricing, and maintaining a strong project pipeline.

The successful candidate will lead the construction department and manage civil infrastructure projects from inception through completion. Responsibilities include coordinating project resources, managing stakeholders, supervising project teams, and ensuring projects are delivered on time, within scope, within budget, and to required quality standards.

Key Responsibilities

  • Head and manage the construction department.
  • Manage civil construction projects from inception to completion.

  • Identify and pursue new civil construction and infrastructure opportunities.
  • Prepare accurate project estimates and strategic pricing.
  • Develop pricing strategies that support project profitability while maintaining competitiveness.
  • Coordinate project resources, schedules, and construction activities.
  • Liaise with clients, consultants, contractors, suppliers, and other stakeholders.
  • Supervise project teams and monitor project performance.
  • Ensure high-quality delivery of civil infrastructure projects.
  • Develop and maintain a strong business development pipeline.
  • Align project acquisition with the capacity and capabilities of the construction team.
  • Support efficient utilization of construction resources.
  • Monitor project progress, commercial performance, and delivery requirements.
  • Contribute to strategic business development and organizational growth.

Requirements & Qualifications

  • Relevant Bachelor’s degree in Civil Engineering, Construction Management, Business Administration, or a related discipline.
  • Proven experience in civil construction project management.
  • Experience in business development and new project acquisition.
  • Strong knowledge of civil infrastructure project execution.
  • Experience with project estimating and strategic pricing.
  • Strong understanding of project budgets, schedules, resources, and commercial requirements.
  • Experience leading construction teams and coordinating multidisciplinary stakeholders.
  • Strong client relationship and negotiation skills.
  • Strong business development and pipeline management capabilities.
  • Excellent project planning, organizational, and decision-making skills.
  • Relevant project management or civil engineering certifications are advantageous.
