Job Overview

A leading organization in Qatar is seeking an experienced CTO / IT Manager to lead its technology strategy, IT operations, cybersecurity, digital transformation, and regulatory compliance initiatives.

The ideal candidate will be a senior IT leader with 10+ years of IT leadership experience, preferably gained within Financial Services, Exchange, Banking, or other regulated institutions. Strong knowledge of core financial systems, cybersecurity, IT governance, data management, and Qatar Central Bank regulatory requirements is highly valued.

This is an immediate joining opportunity for a strategic technology leader capable of managing IT teams, major technology projects, infrastructure, software development, and digital transformation initiatives.

Key Responsibilities

• Lead and execute the organization’s overall technology strategy and IT roadmap.
• Manage day-to-day IT operations, infrastructure, systems, applications, and technology services.
• Lead cybersecurity, information security, and IT risk management initiatives.
• Ensure technology operations comply with applicable regulatory and organizational requirements.
• Support compliance with Qatar Central Bank (QCB) regulatory requirements.
• Establish and maintain strong IT governance, policies, controls, and procedures.
• Oversee information security and ISO 27001 / ISMS initiatives.
• Lead data management, data governance, and technology-related risk controls.
• Manage and develop IT teams across software development, infrastructure, support, security, and other technology functions.
• Oversee major technology projects from planning through implementation and delivery.
• Drive digital transformation initiatives and identify opportunities to improve operational efficiency.
• Manage and enhance core banking or core financial systems.
• Coordinate with vendors, technology partners, regulators, and senior business stakeholders.
• Ensure technology systems are reliable, secure, scalable, and aligned with business objectives.
• Support business continuity, disaster recovery, cybersecurity, and technology resilience initiatives.
• Provide strategic technology recommendations to senior management.
• Monitor technology budgets, resources, risks, and project performance.

Requirements & Qualifications

• 10+ years of IT leadership experience.
• Previous experience in Financial Services, Exchange, Banking, or another regulated institution is preferred.
• Strong knowledge of Core Banking / Core Financial Systems.
• Strong expertise in:

• Experience with QCB regulatory requirements.
• Knowledge of ISO 27001 / ISMS.
• Proven experience leading IT teams and major technology projects.

• Strong leadership, communication, stakeholder management, and problem-solving skills.
• Ability to operate effectively in a regulated and business-critical technology environment.
