Job Overview

An excellent opportunity is available for an experienced Office Manager – Electrical Utility Operations & Tendering in Oman. The successful candidate will lead electrical utility operations while managing tendering activities, technical proposals, and project coordination for large-scale utility and power distribution projects.

This senior-level position is ideal for professionals with extensive experience in electrical engineering, utility operations, metering services, and tender management. Key Responsibilities

• Review RFP and RFQ documents and evaluate project requirements.
• Prepare technical and commercial proposals for utility projects.
• Develop BOQs, cost estimates, and pricing documentation.
• Collect, evaluate, and compare vendor quotations.
• Prepare complete tender documentation and manage tender submissions.
• Develop compliance matrices and respond to client clarification requests.
• Coordinate with clients during bidding and project execution stages.
• Manage electrical utility and metering operations.
• Supervise electricity meter installation, wiring, commissioning, and maintenance activities.
• Oversee meter reading, new electricity connections, disconnection, and reconnection operations.
• Lead electricians, technicians, supervisors, and field teams.
• Manage manpower planning, daily work allocation, and productivity monitoring.
• Prepare operational reports and maintain effective client communication.
• Ensure compliance with project specifications, quality standards, and operational procedures.

Requirements & Qualifications

• Bachelor’s Degree in Electrical Engineering.
• Minimum 10 years of relevant experience across GCC and India.
• Strong hands-on experience with RFPs, RFQs, and electrical tendering activities.
• Experience reviewing tender documents and preparing technical and commercial proposals.
• Expertise in BOQ preparation, estimation, and project costing.
• Experience managing vendor quotations and tender submissions.
• Knowledge of compliance matrices and clarification responses.
• Strong experience in electrical utility and metering operations.
• Experience with electricity meter installation, wiring, commissioning, and maintenance.
• Knowledge of meter reading operations.
• Experience handling new electricity connections, meter disconnection, and reconnection.
• Strong understanding of power distribution and electrical utility services.
• Proven leadership experience managing electricians, technicians, supervisors, and field personnel.
• Strong client coordination, reporting, and operational management skills.
• Previous managerial, supervisory, or senior-level experience is mandatory.
