Job Overview

A government entity in Dubai is seeking an experienced Product Owner / Technology Partner – SMD Applications & Digital Enablement to drive digital transformation, application enablement, workflow automation, analytics, artificial intelligence, and AI-agent opportunities. The role will serve as a strategic technology partner for SMD business sections, ensuring effective alignment between business requirements, technology delivery, governance, and organizational priorities.

Key Responsibilities

• Act as the primary technology partner and focal point for SMD business sections.
• Engage business owners and users to understand processes, challenges, requirements, and improvement priorities.
• Identify opportunities for digitization, workflow automation, analytics, AI, and AI-agent adoption.
• Translate business needs into detailed requirements, user stories, acceptance criteria, product roadmaps, and prioritized backlogs.
• Align technology solutions and priorities with business owners, technology teams, and governance functions.
• Own the end-to-end lifecycle of SMD applications and improvements.
• Manage initiatives from discovery and design through delivery, testing, deployment, adoption, and continuous improvement.
• Coordinate with Technology, Cybersecurity, Data & AI, Architecture, Risk, Compliance, Procurement, vendors, and delivery partners.
• Define and track business and IT KPIs covering adoption, operational efficiency, risk reduction, business value, delivery quality, system performance, and compliance.
• Prepare and report performance metrics to relevant stakeholders.
• Maintain a consolidated view of SMD applications, digital initiatives, dependencies, integrations, and enhancement requirements.
• Facilitate workshops and stakeholder discussions to identify business improvement opportunities.
• Support Agile delivery, backlog management, and continuous product improvement.

Requirements & Qualifications

• Fluent Arabic, both spoken and written.
• Strong professional experience in Product Ownership and Business Analysis.
• Proven stakeholder engagement and workshop facilitation skills.
• Strong knowledge of process mapping, optimization, and requirements management.
• Experience in digital transformation and workflow automation.
• Practical understanding of:

• Ability to identify appropriate business applications for AI and emerging technologies.
• Experience with Agile delivery methodologies.
• Strong knowledge of backlog management.

• Ability to coordinate across business, technology, governance, and external delivery teams.
• Relevant certifications in product ownership, Agile, business analysis, digital transformation, or AI are advantageous.
