Job Overview

We are seeking an experienced Senior Project Controls Analyst to lead project-controls activities across assigned projects in Riyadh, Saudi Arabia. The role covers budget management, cost control, forecasting, progress measurement, reporting, and change management, with potential coordination of junior project-controls personnel depending on project size and complexity.

The successful candidate will manage project budgets, cost-control systems, forecasts, progress reporting, subcontractor performance, payment applications, supplier invoices, change requests, project billing, and contractor schedules. The role also provides technical guidance to project-controls team members and supports their professional development.

Key Responsibilities

• Lead project teams in budget management, cost control, forecasting, and change-management activities.
• Develop and maintain project budgets from initiation through completion.
• Manage approved change orders and scope-related budget transfers.
• Prepare, maintain, and review daily, weekly, and monthly cost-control systems.
• Maintain progress measurement, monitoring, and reporting systems.
• Lead updates to ETC, EAC, procurement plans, staffing plans, resource plans, and related project-control tools.
• Analyze forecasts against current budgets and identify and report cost variances.
• Evaluate subcontractor performance and self-performed resource costs.
• Review, approve, revise, or reject subcontractor payment applications and supplier invoices based on project requirements.
• Evaluate design- and field-related change requests from subcontractors.
• Support client change-order submissions.
• Prepare forecast-versus-budget reports for project stakeholders and clients.
• Coordinate timely project billing activities.
• Provide technical guidance to project-controls team members.
• Support the professional development of project-controls personnel.
• Review contractor schedules and project information to assess progress, resource requirements, and project performance.
• Support change-management and cost-control processes.
• Participate in project review meetings and provide senior-level project-controls support.

Requirements & Qualifications

• 10–15 years of relevant experience in Project Controls, Cost Control, Construction Management, Engineering, or a related field.
• Bachelor’s degree in Engineering, Construction Management, Project Controls, or a related discipline.
• Strong proficiency in Microsoft Office, particularly Excel, Word, and PowerPoint.
• Strong analytical, problem-solving, organizational, and communication skills.
• Ability to manage multiple activities in a fast-paced project environment while meeting reporting deadlines.
• Strong attention to detail, data accuracy, and professional integrity.
• Ability to collaborate with project teams, contractors, consultants, and other stakeholders.
• Ability to handle confidential project and financial information appropriately.
• Willingness to travel or relocate according to project requirements.

Technical Skills & Preferred Experience

• PMI, AACE, or similar professional certification is an advantage.
• Advanced Microsoft Office skills.
• Hands-on experience with Procore, Unifier, or similar project-management systems.
• Knowledge of Oracle Fusion, Vista, SAP, or comparable accounting/ERP systems.
• Knowledge of Primavera P6 EPPM, Oracle Primavera Cloud, ASSTA, or Microsoft Project.
• Intermediate to advanced knowledge of risk-analysis techniques.
• Experience with large industrial construction projects is preferred.
• Strong scheduling knowledge is an advantage.
