Job Overview

SWCO Company is seeking an experienced Tendering & Contracts Manager to lead the organization’s tendering, bidding, and contract management activities for Engineering, Procurement, Construction, and Commissioning (EPCC) projects within the oil and gas sector. This senior leadership role requires extensive expertise in managing complex tender processes, contract negotiations, procurement strategies, and compliance with international and Iraqi regulatory requirements.

The successful candidate will work closely with multidisciplinary teams to secure major projects from National Oil Companies (NOCs) and International Oil Companies (IOCs). Key Responsibilities

  • Monitor procurement portals, Ministry of Oil bulletins, and market intelligence to identify upcoming EPCC project opportunities.
  • Manage vendor registration and pre-qualification (PQ) processes with National Oil Companies (NOCs) and International Oil Companies (IOCs).
  • Maintain company profiles, QA/QC certifications, HSE documentation, and compliance records.
  • Lead evaluation of Invitation to Tender (ITT) packages, identifying technical, commercial, contractual, and financial risks.
  • Review tender documentation received from clients and ensure complete compliance with project requirements.
  • Coordinate with legal and finance teams to obtain bid bonds, performance guarantees, and company authorization documents.
  • Collaborate with estimation, engineering, procurement, and commercial teams to develop competitive project cost structures.
  • Ensure compliance with Iraqi Tender Law, Ministry of Oil regulations, taxation requirements, and international oil and gas standards.
  • Develop comprehensive bid schedules, assign responsibilities, and monitor bid preparation progress.
  • Supervise secure physical and digital submission of technical and commercial proposals.
  • Lead technical and commercial clarification meetings and negotiations following bid shortlisting.
  • Manage documentation for tender clarifications, amendments, and official addenda.
  • Coordinate project handover from tendering to the Project Management Team (PMT) after contract award.
  • Oversee execution of contracts, Joint Venture (JV) agreements, and major subcontract agreements.
  • Support project teams during contract variations, scope changes, claims administration, and commercial negotiations.
  • Provide expert guidance on international contract standards and best practices.
  • Ensure compliance with Iraqi Ministry of Oil guidelines, corporate taxation regulations, and Social Security Department requirements.

Requirements & Qualifications

  • Minimum 10 years of experience in tendering, contracts management, commercial management, or EPCC project bidding within the oil and gas industry.
  • Bachelor’s degree in Engineering, Construction Management, Quantity Surveying, Business Administration, Law, or a related discipline.
  • Extensive experience managing large-scale EPCC tenders and contracts.
  • Strong understanding of procurement processes involving National Oil Companies (NOCs) and International Oil Companies (IOCs).
  • Comprehensive knowledge of Iraqi Tender Law, Ministry of Oil regulations, taxation requirements, and international contract standards.
  • Experience with Joint Venture (JV) agreements, subcontract management, and claims administration.
  • Excellent negotiation, analytical, commercial, and stakeholder management skills.
  • Strong leadership, communication, and project coordination abilities.
  • Professional certifications such as PMP, FIDIC Certification, MRICS, CCM, CPCM, or equivalent contract management certification are highly desirable.
